While the city of Gary might be the subject of a charming Broadway tune, these days, tourists are more likely to hear the sound of wind whistling across empty parking lots while traveling through town. According to local entrepreneurs, the main reason why this city is shrinking so fast is that the city has enacted policies that scare off businesses and create “retail deserts.”
“The biggest single factor in urban economic success is human capital,” Gary artist Carmella Saraceno said. “It’s talent. Gary is full of talent. It goes back to the role of the government and how do they harness that. So many talented people leave because they have no place to fit in.”
